On 12/01/2010, the Prime Minister issued Decision No. 54/QD-TTg pilot scheme approved by the Group established the Housing and Urban Development and Decision 55/QD-TTg Vietnam establish parent company - Group Housing and Urban Development on the basis of the organizational structure of the Investment Corporation Housing and Urban Development HUD.
On 12/02/2010., The Prime Minister issued Decision No. 262/QD-TTg on the appointment of members of the Board Company - Group Housing and Urban Development consists of 07 members. Mr. Nguyen Hiep - President Board of the Corporation as the Chairman HUD Board of the Group.
On 06/25/2010, the Prime Minister issued Decision No. 977/QD-TTg, move the parent company - Group Housing and Urban Development into a limited liability company a member of the State-owned property.
On 03/08/2011, the Prime Minister issued Decision No. 345/QD-TTg approving Statute on the organization and operation of the Group Housing and Urban Development. The decision takes effect from the date of signing. Under the charter, as of 31/12/2009, the Group has a charter capital HUD is 4,992 billion. State is the owner of the HUD. Government agreed to organize the implementation of rights and obligations of owners of HUD. Charter also provides lines of business of the Group as follows:

- Investment in business development and housing, real estate, residential, urban, industrial
- Financial investments in the following areas:
+ Investment in development and construction and installation, general contractor for construction of economic zones, industrial parks, the civil, industrial, agricultural, transportation, telecommunications, water supply and sewerage works and environment;
+ Manufacturing, trading, import and export of materials, equipment and construction materials;
+ Consulting, design consultants and general design of investment projects, construction;
+ Management, General Services exploiting urban areas, residential areas, industrial zones and tourist resorts.
2. Business activities involved:
- Rental of office; business warehouse;
- Production and sales of commercial electricity;
- Sales of real estate services;
- Organizing scientific research, application and technology transfer, training and development of human resources specialized in real estate and construction;
- Import and export of labor;
- Financial services, banking, insurance and tourism.
